Crescent Consulting was hired to develop and implement a Davis Bacon compliance strategy that will allow CWP staff and subcontractors to complete weatherization construction work for over 2,100 apartments in approximately 120 buildings with Davis Bacon regulations. Crescent was tasked to develop and implement a compliance strategy for the Federal Davis Bacon Act that will allow the CWP staff and subcontractors to successfully complete all administrative requirements associated with weatherization construction work funded by the U.S. Dept. of Energy, NYS Division of Housing & Community Renewal and appropriated by the American Recovery and Reinvestment Act of 2009. Duties included the following; assist client in drafting contract language and terms for the construction trade contractors, review Elation certified payroll reports on a weekly basis to identify errors, audit construction job sites on a weekly basis to ensure appropriate notices are posted, workers are performing within their appropriate trade classification, verify on-site workers are listed within certified payroll documentation, facilitate payroll modifications, work with contractors to ensure all errors are quickly remedied in full satisfaction of DHCR, DOE, DOL and HPD requirements and submit status reports as requested by government agencies.
